Refine what we have now. Concept Plan
Identify funding options and test industry to achieve the project goals eg – JV, syndicate, equity etc.. Project structure and financial forecast and option.
Allocate roles and responsibilities and resources for options, eg, appoint financial structure expert/capital expert
