Completeness
Quick Wins
Sub Clusters
  • Aquituclture/Marine
  • Arts, Media, Film
  • Agriculture, Agribusiness
  • One major institution to commit to the area over the next 12 months.
    Eg. Fisheries
Key Issues
Ranking
  • Federal dollars for project of national significance.
  • Market St Andrews as a viable investment destination.
  • Development of telecommunications/transport infrastructure (freeway/Marmion/rail).
  • What are you talking about?
  • Where and what universities should be involved?
  • Autonomous institution is needed which serves the different needs of community
  • WA can’t attract overseas students (1.2% of those to Australia) – mining, oil, gas and CSIRO
  • Visas don’t permit access to market we need
  • Articulated education services from existing institutions
  • Costs of infrastructure for these is impossible
  • Current closing of university facilities wide
  • Opportunity : new seamless education and training model to be demonstrated
  • Act of Parliament for institutions to operate across the boundaries of education/employment and training
  • The power lies with the St. Andrews project to put pressure on Gov’t for $’s and places to serve international markets and the local market.

6. Export Leveraging - SURD
Completeness
Quick Wins
  • Can St Andrews out perform already high degree of quality urban development? Must adapt project.
  • Many major features make it attractive. Is it enough? But enough to make a start and apply world standards. There is a human resource issue to be addressed.
  • Time zones advantage. – Access!
  • Construction implementation issues.
  • Limited – it is a long term strategy given to resourcing issues. Also need to estimate creditability.
  • Foundation for rapid growth.
  • Marmion Avenue extension issues versus extension of Mitchell freeway
Key Issues
Ranking

Quick Wins =
(1-12)

Strategic =

    Horti
    Viti
    Aqua
  • Renewable Energy
  • No existing base
  • High capital value
  • High expertise
  • High labor costs
Key Issues
Ranking
Industry Feedback
  1. How to attract advanced manufacturing? Buy them, free land, tax relief - across board?
  2. May be able to put defence industry in - close proximity to Pearce Airbase – link with research cap. Why doesn’t TKK parachute an industry into area to kick off project and advance manufacturing facility?
  3. Markets (and value quoted) are domestic only
  4. Transportation and infrastructure is major issue for development. Must have federal government involvement to create potential defence industry and incentives for advanced manufacturing.
  5. Natural resource = ocean
value add = desalination. May allow skills base to be built up. Tie into E-Commerce network.
  6. Wind energy may be worth looking at but has to be connected to grid area intensive and very competitive, may be attractive as a best practice community design.
  7. Why continue extending Perth North?
    Great stretch of coastline.

Quick Wins = Low
(1-12)

Strategic =
(1-12)
Other Notes
  • Buy in with $ anything suitable
  • Argument – no votes where there are no people

10. Value Adding to Natural Resources
Completeness
Quick Wins
Sub Clusters
  • Aquaculture
  • Viticulture
  • Light Industry support for this cluster
  • Renewable Energy (solar, wind, tidal, nuclear effluent)

Key Issues
Ranking
Obstacles:
  • Poor transport links to hinterland/source & destination
  • Road & Rail in
  • Road, Rail, Air and Sea Out

Advantages:

  • Close horticulture hinterland
  • Existing aquaculture
  • Existing marina

Industry Feedback

  1. Is information correct?
  2. Why isn’t unavailable energy included? Gas, Solar
  3. Mineral processes excluded?
  4. Want manufacturing as far away as possible from residential development.
  5. Should nuclear energy be looked at again - within TKK site?
  6. Furniture production not a smart industry, united/boutique industry. Why not go to Indonesia where labour cheaper and may have better access to timber.
  7. Aquaculture better served further north or south. Why? Tidal factor may be one prawns need warmer climate and salmon - cooler.
  8. Delete timber as sub-cluster.
  9. Renewable energy - Aus has $800m greenhouse gas communities. Need environmentally friendly renewable resource, may be quick win as, low greenhouse gas. Knowledge creation exportable - could export.
  10. Horticulture – Agricultural Dept have designated Carabooda as prime horticulture area. Add application for processing - not growing (vacuum packing, freezing).
  11. Projected market is very small - $65m in 10 years should be one because turnover.
  12. Query if any industry viable. Major issue that no infrastructure - rail head, port (sea) air port and road. Logistics problem.
  13. Figures need to be checked. No confidence in item. Value add seems to high.
  14. Water resource adequate but not good. OK for local community but not manufacturing desalination
still expensive but could be value proposition to add pipelines.

Quick Wins = 1 - 3
(1-12)

Strategic = 9 - 12
(1-12)
Other Notes
  • Job creation over time likely to plateau after 10 years

11. Biotechnology, Health and Medicine
Completeness
Quick Wins
Health & Medicine
  • Absence of marine-biotechnology relationship
  • Note strong link to (10) – Value adding to natural resources
  • Consider "wellness" as well as "health"

Health/Medicine

  • Utilise past 55yrs: work/health environment
  • Provide medical/health services as incentives
  • Local medical delivery system: after Joondalup

Biotechnology

  • Seed redevelopment (biotech search just established at Joondalup)
  • Develop on from Aquaculture facilities

Biotech

  • Creditable
  • Seed crop/aquaculture – target markets – existing specialisation, utilise Aq Dept skills
  • Need laboratory skills/qualified employees
  • Develop applications for use of biotech developments
  • May be limited ‘quick wins’ through marine (eg abalone farms) biotechnology/agriculture (seed) dvt
  • Biotechnology generally requires significant infrastructure
  • Promotion of ‘retirement wellness’
  • Courses in lifestyle management/learning to change/’retirement degrees’
  • Build off/packaging assets : golf (courses), marine, University 3rd age
  • ‘Export’ : tailored packages

Key Issues
Ranking
