Demographic studies have defined the overall dimensions of the study area in terms of population, dwellings and jobs. The studies also examined community needs for social infrastructure, education and recreation.

Ratios and densities derived from current research and Government policies were used to calculate the areas of land to be set aside for each major landuse.

This was set cycled through several times with major variants of the plan until a balance of land uses was reached conforming with Ministry for Planning policies and standards.
